On 12/19/18, the City of Visalia planning commission decided to allow a low barrier warming center at the St Paul's Episcopal Church on the corner of Hall and Center streets in Downtown Visalia. Those of us living in and operating businesses nearby agree that this is not acceptable. The planning commission, City of Visalia, and the Episcopal Church do not take into consideration the property rights, safety and health concerns of those of us living in the immediate area. By area, I am referring to a 1500ft proximity. Those affected by the increase in illegal and unsanitary conditions the warming center cause suffer the most. We intend to hold the city and the episcopal church legally and financially responsible for any bodily injury or property damage that occurs, as there have been multiple issues including homicide, as a result of this warming center and it's failure to comply with city regulations, including those recently established at the aforementioned city planning meeting. Some of the activities that have caused damage to our immediate area include: physical threats, illegal camping, dumpster diving, noise disturbances, trespassing, indecent exposure, public urination and defecation, littering, loitering. All of these create risk to the health and safety of those living in close proximity to this facility. This is not the appropriate location for this facility as it is more destructive than helpful. There are elderly and others susceptible to communicable diseases that this population brings to this area. In this past, I have personally witnessed these activities. Because discussing these concerns with Suzy Ward has been unsuccessful, I must ask that you please accept this as an official complaint and take the necessary measures to close and relocate this facility where it would help and not harm the community it attempts to serve.
