In my opinion, the venerable Oto’s Marketplace is easily the best Japanese grocery store in the Sacramento area. It’s a mid-size store (bigger than a convenience store, smaller than a supermarket), but it packs an incredible array of goods. They have a small produce section, a fresh fish counter, a meat section, a household goods section, a beauty products section, a vast selection of dry food goods, a frozen food section, a takeout food (bento) section, and a sizeable drinks section that includes a some Japanese craft beers (e.g. Echigo, Coedo, etc). Basically, you can find pretty much anything you will need to make Japanese recipes. Their prices are reasonable and their popular bentos are affordable as well (e.g. salmon teriyaki bento for $8.95). The only downside to Oto’s is that their parking lot is relatively small, so on weekends, it can be hard to find parking. You can usually find some street parking nearby and I’ve seen people park in the lot next door, although that’s probably frowned upon. If you have time, you can also swing by the Mahoroba Japanese Bakery just north of Oto’s to pick up an “an pan” or “cream pan” - yum.
